What would be some things to check that it is working properly?

I checked services It says FMS started under service's, I ran netstat and I don't see 1935 in use on the list. I also added an exception on the firewall to the port and the program itsself. When I get home from work I will try to run the app in safe mode and post results, maybe it is a program blocking it from connection? idk
